Newly built PC freezing while trying to boot from usb

Hey guys, I've come across a pretty weird problem here. I just put together this PC and when trying to install an OS, it freezes and the screen gets fuzzy. I'm pretty sure I have everything in correctly and I've tried every configuration of ram reseating possible. When booting, I get to the spinning circles under the MSI logo and then it freeze . The USB also seems to turn off because the lights go out. I've even somehow switched the boot order so it goes straight into the USB and I get a windows logo but it either freezes there, goes back to the MSI logo where it freezes, or I get a ): your PC has run into some problems and must restart. Any help would be appreciated.

Motherboard: MSI Am1i
CPU: AMD athlon 5150
Ram: G.skill ripjaws x series 2x2gb
HDD: WD blue 1tb
PSU: Seagate 300es
Case: thermal take core v1
 
Reset your CMOS by removing the Motherboard's Built-In Battery waiting 5 minutes and then replacing it.

If you get the opportunity test a higher Wattage PSU in your system. You're not running a Graphics Card so your system should be fine with the current unit but this will help rule out an undersupply of power.

Always ensure your boot order is Removal Media Device (To install OS and repair or use recovery media) > Main HDD > Secondary HDDs or Media.
 
I've reset the CMOS and it got me to a screen showing all my hardware, saying all settings have been reset to default. F1 to enter bios f2 to continue. For some reason it showed my usb on port 0 and 1, idk if it matters.

As for setting the boot order, I've gotten to the boot menu and have tried booting from every single thing on the list but to no avail. Also, I have 6 options for USB boot in the fixed boot order menu. UEFI USB hard disk
UEFI USB CD/DVD
UEFI USB KEY: UEFI SANDISK U3 CRUZER MICRO 4.04
USB HARD DISK
USB CD/DVD: SANDISK U3 CRUZER MICRO 4.04
USB KEY:SANDISK U3 CRUZER MICRO 4.04

I haven't tried putting each one first as boot order, but like I've said, I've gotten to the boot menu and tried all of them. This time I put USB CD/DVD: SANDISK U3 CRUZER MICRO 4.04 first. I first get the windows 8 logo with no circles, MSI logo, then back to win 8 with circles and freeze with distorted picture

Update: So I tried plugging in a 350w psu but the same thing happens. I also got my hands on a cd drive and a win 8 boot disk I've had for a long time and interestingly, the same thing happens. I can however still hear the cd spinning in the drive, so I'm starting to think I got a dud. Anything I can try to rule out the motherboard vs the ram? I dont have access to another machine to test the ram atm. I've also tried a windows 7 disk but the same thing happens. I think the board is having trouble communicating with usb/cd/hdd devices or something. I've gotten desparate enough to try installing windows 8 on a blank ssd on another computer and plugging it into the mobo to see if it works but it gets stuck at the same spot. I think I'll try returning it and getting another one later on today.

Also, not sure if it matters, but according to my kill a watt meter, the system only draws max 40W from the wall, so that should rule out the psu being too less .
