Question Newly built PC lags

This is what I recently built.

I updated Windows 10, BIOS, GPU drivers, and storage firmware via Samsung Magician. I've tried a fresh Windows 10 install with my old 970 EVO Plus SSD but have the same issues.

Opening up programs will cause my display to freeze up for several seconds. Sometimes the screen will turn black and come back, other times it won't come back at all, forcing a restart. Sometimes the PC will run fine when I start it up for the first time of the day, but then it will progressively get slower and slower. There are times when I'm gaming and the game runs smooth, but the rest of the PC will lag (Google Chrome, Discord, etc), but the game eventually begins to lag too after an hour or two.

Your PCPartPicker link doesn't work since it lacks and extension to your particular build.

I've tried a fresh Windows 10 install with my old 970 EVO Plus SSD but have the same issues.
Where did you source the installer for the OS? Did you install said OS in offline mode?

For the sake of clarity, what BIOS version are you currently on and did you clear the CMOS after verifying you flashed your BIOS to the latest version?

When you built the system did you go to the motherboard manufacturer's site and download all the applicable drivers and utilities?

Probably missing or on a less than optimized base level driver, IMO.

Would also double check all your connections and so on. Do keep in mind that a brand new install will be doing tasks and such in the background for the first time as well as indexing.

I fixed the link. I downloaded the BIOS version F10, but did not clear the CMOS.

I actually did not do any of that yet. That may be the issue. I will try that when I get home.

I cleared the CMOS and downloaded the drivers and utilities for my motherboard, but I'm still getting the same issues. There were some drivers that were unable to install properly and I'm not sure why.

I started the PC for the first time today and it was running good for the first hour. Then it began to lag. The screen turned black but came back eventually. Several minutes later, the screen turned black again with no display except for the mouse cursor. If I right clicked, the drop down list for the desktop would appear. I was forced to power the PC down. I tried starting it back up but my monitor said no input. I turned off the PC again and let it rest several minutes before starting it again. It displayed this time but the same issue happened again. Lag and stuttering is still an issue as well when it begins to act up.

Edit: So the screen turned black again, but I was able to see the mouse cursor and right click on the desktop again. Hitting the Windows key allowed me to see the start menu and I was able to log out and then back in and the desktop displayed, but it was still lagging.

I'm starting to think its hardware related.
