Question Newly built PC not recognizing bootable USB stick

I just put together a PC using some spare parts I had lying around and a few new ones. The motherboard is a Gigabyte MA790FXT-UD5P with a AMD Phenom II X4 955 processor. I'm trying to install Ubuntu through a bootable USB stick, but the computer won't recognize the USB. Based on Google searches this seems to be a common problem with Gigabyte motherboards.

I've tried the USB on a different computer and it boots into the Ubuntu installation without any issues, so I'm pretty sure it's set up correctly. On the newly built PC, I set the boot order as USB-HDD first and when booting it passes POST but stops with the message "Verifying DMI Pool Data.... AMD Data Change... Update New Data to DMI!" (It also says this on successful boots to a hard disk). In the BIOS it lists the SSD as the only drive while I feel it should also list the USB. The USB stick isn't detected at all, either in the BIOS or during boot. "Legacy USB storage" is enabled.

I tried different USB ports, which doesn't have any affect. Also the keyboard/mouse are connected via USB and they work fine in every port, so the USB connections are working. It's just not seeing the USB stick for some reason. I've also tried to access the boot menu by pressing F12, which takes me to a screen with a flashing cursor in the upper left corner of the screen, and in the middle of the screen the letter "N" with a tilde above it and green square next to it.

Any ideas? I'm going crazy trying to get this thing to detect/boot from USB.
 
I'm still stuck on this. Anyone have any ideas?

Again the motherboard is a Gigabyte MA790FXT-UD5P (~10 years old) and running Award BIOS v6. "Legacy USB storage detect", "OnChip USB controller", "USB EHCI controller" are enabled. Boot order is set to USB-HDD first but there's no indication anywhere that the USB is actually detected. I've tried two different sticks in every port. USB keyboard works just fine
 
Safe mode would not be on that BIOS anyway. The only other option is to try another USB port or try a different USB stick. I was installing Manjaro on a older system and it didn't like the USB 3.0 flash drive I was using so I had to backtrack to a USB 2.0 stick. It will depend on what you are trying to get booted as well.
 
I'm trying to install Ubuntu. I've tried all of the ports on the motherboard and case. I tried two different USB sticks but I'm not sure which version they were. How can I find out if they are 2.0/3.0 etc?

Also I made the drove bootable with Rufus using the official .iso
