Newly Built Rig Will Not Boot! Please Help!

I just assembled my new rig, however it refuses to boot. The only signs of life it exhibits is that the LED's on my RAM turn on. The CPU fan slightly moves a little bit when I press the power button, and there is a clicking noise.

I've tried unplugging everything one by one to isolate the problem, but that still didn't work. The PSU is moved over from a previous build, so I know it works. I've tried booting with only the ATX 24 Pin connector/CPU 8 Pin/1 Stick RAM, but to no avail. I also very clearly remember that I inserted the CPU correctly. I've also tried booting by shorting the PWSWITCH connectors, same thing. I doubled checked the connections to the PSU, they're fine. Cleared the CMOS, nothing.

Has my CPU died? Is replacing the CMOS battery worth a try?
EDIT: Replaced CMOS battery, also nothing.

FIXED: Re-seated motherboard. Something was shorting it.

I think it's coming from the power supply. I only hear it once when I try to turn it on ONLY after I switch the PSU off and on again. It's when the CPU fan and a case fan or two actually flinch, then nothing if i try pressing it again.

That would make sense. Try switching it out with another one at least temporarily and test it. Sometimes these are anti-fry features lol. Like there is a short and it's stopping the system from killing itself.

Hm. I guess I'll go pick up a new one tomorrow and see if that changes anything. If there is a short, any idea where it could be causing it? I checked the motherboard standoffs, they're fine, and no part of the back of the motherboard is touching any metal.

This happened to me almost every time I built a PC

twice it was a fan plug inserted poorly because they are so so tiny
once I screwed my cooler on too tight and crushed the pins between mobo and cpu. Super!
once I incorrectly read the mobo power switch diagram so the power button wire was connected to the mic plug
once a stick of ram was very slightly lined up imperfectly
once I didnt realize that ddr4 quad channel 8x ram stick boards have a 4 stick arrangement- 4 for blue slots only across the two ram slot areas or it'll fail to boot, also won't boot 4 on black slots only but will boot blue+black dual channel if on main ram slots like ABCD, could never have guessed I had to do 4 sticks across the 8 slots in ACEG rather than just ABCD or EFGH. That was my lovely introduction to ddr4 x99 mobos lol.

many times a faulty dvd drive would spin forever and ever attempting to read a disc like it was a boot disc but was too broken to ever finish and refused to boot until I removed it with a chainsaw
failed to boot once because I accidentally forgot to connect hard drive data plug, only plugged in the power
failed to boot many times because power plug was not connected to wall outlet
failed to boot once because I smashed my computer to pieces with a hammer. For some reason it just wouldn't boot after that

Hope these fayyylz help you brainstorm what you may have done wrong. CHECK. EVERY. FRIGGIN. WIRE. It can be the tiniest thing and you will laugh at yourself for missing it.

Chances are nearly zero it's faulty equipment, trust me, the clicking is common. I hear it in many situations when I fayyyl. Also graphics cards click naturally a lot, my 1080 does. The clicking can also indicate a fan plug isn't connected right. Plugs for fans are sometimes 3 or 4 prong so if yours is 3 prong and you plug it into a 4 prong you can plug it in fine but it would need to be moved over one prong or else total failure to boot.

Take out all RAM sticks and reinsert them. Do this 10 attempts before quitting, they can be very annoying to line up and can also cause clicking because power wants to come on but system cannot fully power so weird things happen like partial fan power or unintuitive red lights that really tell you nothing

Re-seat CPU and turn on without any fan or cooler see if BIOS come up, if so turn off and attach cooler, these can be tricky to get on just right and can cause malfunctions if seated improperly

Re-seating the motherboard seems to have fixed the issue. I guess some kind of metal was touching the soldering points on the back of the mobo.

Anyways, thanks for all your suggestions guys! This gave me quite the scare and the solutions you guys gave me helped determine that my parts were functioning properly.

I'll be sure to breadboard first in the future before actually putting it into the case!
