I upgraded my motherboard, CPU and RAM. Earlier today things were fine but now the PC is stuttering with everything I do. I cannot play a game because the screen tears and stutters every .5 seconds, even though the in game overlay says 144 FPS. It stutters between alt tabs, opening new programs, while typing this.
Hardware is new, Ryzen 7 2700X, 16GB of 3000mHz RAM. Its not overheating since it idles around 30-40, and is clocking at 4k mHz core speed so its not limiting itself as far as I'm aware.
I have no clue what to do, these parts are brand new today
