I recently had to buy a new PC (old one got zapped, along with the UPS that
was supposed to protect it), and I re-installed NFSPU on it. I had WinXP on
my old PC and on the new one, and the same video card, but the menu text now
is almost unreadable. Is there a setting in one of the .ini files that may
fix this, or a non-EA patch that any one knows of?

Try the ansiotropic (filter) setting. NFS:U also has a similar problem.

I tried that, anti-aliasing, and vertical sync- various combinations of
settings had no effect.

Not anti-aliasing, (this would probably make the text even worse), it's
ansiotrophy or ansiotropic filtering that you want to set. Usually this
is in the advanced settings of the screen properties (part of the
video driver's 3d's settings).

You could try an different (older?) version of video driver. When I had
an Nvidia card, it seemed that each release of drivers would fix or break
the menu (and also the clock in factory driver) text in NFSPU.
