NFS Rivals 15 fps!!!

Is that a problem with the game? Cause i know my hardware can run that game on low and on smooth 30 fps but it doesn't go above 15 fps at all. Is there a patch for this game yet to fix this?
My specs are:

Core 2 Duo E4600 (i know it is a weak processor but i am playing watch dogs on it fine on lowest settings)
3 GB DDR2 (Well it a little lagging due to the Ram, and i even got a scrambled screen while playing watch dogs and using google chrome which i think refers to the lack of memory being un-available but correct me if i am wrong)
R7 250 DDR3 2 GB (i know this card can run Rivals at least on lowest settings just fine!!!)
