hi my motherboard is Gigabyte B450 I AORUS PRO WIFI Mini ITX AM4 Motherboard with atx ps2 psu with gtx 1650s single fan, will this fit?

Any GTX 1650 Super will work fine on that motherboard. As to the PSU part of the question, we will need to know the make, model of the PSU.

should i get a Noctua cooler eg Noctua NH-L12S 55.44 CFM CPU Cooler or stick with amd 3600 stock cooler? what the best value for a low profile cooler? i play on csgo game

The stock cooler is the best value, but there are too many complaints with it regarding thermals - this cpu likes to boost its frequency up to 80C, but that's out of the comfort zone for many.
