[SOLVED] No beep on mobo with CPU and no RAM

I bought a new Ryzen 3600 CPU and an Arock B450m-HDV R4.0 motherboard, and I want to test these components before RAM arrives (which is taking much longer than expected).

I plugged the CPUU, fans, and speaker on the mobo. When I turn on the computer, I see the fans of the case and cooler spinning, but there is no beep.
Is this a problem in the motherboard or CPU, or is the expected response when RAM is not installed?

With no ram the Motherbd /CPU has no place to run. Ie - this is normal. If you have Led diagnostics built into the board it should be indicting the lack of ram.
