No Beeps from Motherboard

My computer won't boot and hasn't booted at all since this is a new build. Fans spin for about 10 seconds then turns off and on again in a repeated cycle. I tried the breadboard method with a Mobo Speaker, and it isn't giving any beeps. Could this be the motherboard that's the problem?

Ryzen 3 1200
Gtx 1050 oc
4gb ddr4 2133
Asrock Pro4m
CX550m PSU
1tb Blue HDD(used OEM)

First off unless you installed the case speaker, there isn't a case speaker for the beep codes. Typically case speakers are not included with motherboards or per-built PCs. Also when installing the case speaker, it has a 4- pin connector with a positive & negative leads plus two dummies. So if it the speaker isn't beeping on startup, try turning it 180 degrees (there is often an indicator for the positive lead, but the connector isn't keyed). A case speaker can be verified to be working on another desktop PC.

But if the speaker is working, then it would indicate that the motherboard isn't passing POST. But generally if it failed there would be a beep code for the problem. But yes it could be a defective motherboard.

Solution
Make sure that the CPU power and 24-pin power cables are firmly connected. Try reseating the RAM. Make sure that the lever on the slot goes all of the way up. Then reinstall the CPU. Make sure that the CPU is correctly oriented in the socket. Examine the pins for any bent pins or thermal paste.

Here are two general troubleshooting checklists. Look for anything that would ground the motherboard to the case. Make sure that the motherboard standoffs were installed.
