My friend recently purchased a new build and all of the parts just arrived. He asked if I could come over and help him assemble his soon to be new pc. I agreed and came to help, assembling everything and heading over to my house to start installing windows (He didnt have a cd drive, I did and let him use mine). We plugged in the cd drive and everything. Made sure it was all in order and properly connected, and fired it up for the first time. Ten minutes later, the fans were still spinning like they were when we first hit the power button. It didnt spit out any beep code or errors while turning on but said 'No Signal' on the monitor and didnt boot. (Tried on two monitors that I wrote this post on)

Oddly enough, I unplugged the ram since I knew this would get a beep code if everything was going well. And sure enough it beeped three times. Indicating the memory was missing. I plugged the memory back in and re-plugged every single power cord. Tried with one ram stick and still no avail.

My guess is the PSU or mobo but I figured I should get some info here as to what would need to be replaced before he goes shopping for new parts.

(Tried to use my psu but his cpu is a 4 pin and mine is a 6 pin)

Specs:
CPU - AMD Ryzen 3 1300x Quad core @ 3.5ghz
Mobo - Biostar A320mh pro
RAM - Crucial 8gb (2x4gb) DDR4 2133mhz
HDD - 1TB Seagate Barracuda 5400rpm
GPU - EVGA GTX 1050 2gb
PSU - Apevia Venus VS450

First, the obvious... you didn't inadvertently plug the monitor into one of the motherboard video-out ports instead of the gfx card, did you? I've caught myself doing that when in a hurry.

Btw, doesn't your PSU's 8-pin CPU connector separate into 4+4? What make/model is it?

Have you tried going through this list:

Yes I have went through that list.

For your first question: Yes it is plugged into the gpu and not the motherboards hdmi connector.

For the second part: It is not a 4+4 pin power supply its just 4 pins and the motherboard only takes 4 pins. (Double checked and it only has 1 4-pin cpu power cable)

EDIT: Here is the exact model for the PSU - https://www.amazon.com/APEVIA-ATX-VS450W-Auto-Thermally-Controlled-Protections/dp/B01GUENTKC

I'm still not sure why any PSU would not work with the 4-pin CPU power header. All modern PSUs have either a 4-pin connector or a 4+4 pin connector. Some come with a solid 8-pin connector, but they are usually in addition to the 4+4 pin connector. Btw, don't confuse the 4+4 CPU cable with the 6+2 PCIe connector. They are keyed differently and are reverse polarity.

The Apevia line of PSUs are not very good, and there are no good "$23" 450W PSUs. So it is indeed possible that the PSU is the problem. Not a guarantee, but possible.

Thats what ive told my friend but hes being rather stubborn. From everything on the list I worked through, they pointed to the psu and I figured that aswell because its $23. He still thinks it wont boot from the windows install disk and I keep telling him its not the disk :/
