Question No boot after Shutdown/Restart

Hi everyone,
I am having problem with my PC as it wont boot after any restart or shutdown. To make it work again i have to Unplug the Processor-Power On for 10 sec-Reseat Processor again....
I have MSI X470 Gaming Pro Carbon paired with Ryzen 5 3600.
Following i have done..
1- Reset bios from CMOS button - No boot(have to eject processor)
2- Unplug Processor Power Plug-Plug in -No boot
3- Replace-Reinstall Rams - No boot
4- Change PSU unit - No boot
5- Install latest Bios - No boot
6- Cross checked processor with other motherboard(Asrock b450m Pro 4 - No problem)
7- Processor detected in every power ON as per Debug LED but it never went to Boot Led...

PC only boots when i eject processor and put it back again....

Have you considered replacing the motherboard under warranty?

I import it from Amazon from 3rd party vendor so i dont have warranty... I did get it checked from couple of local technicians and they had no idea whats wrong...
