No Boot - No Beep - No Luck

Hi, desktop turns on and all lights, fans etc. come on fine but black screen with no beeps. Was working fine when one day turned on and this. Googled it, tried various different fixes (reseating everything, trying one RAM at a time) most forums say it's either the graphics card, motherboard or PSU. I've tested a different graphics card and it made no difference, so I assume it's either the MB or the PSU. Any ideas on how to test either without simply paying out for replacements?

If the PSU works, also make sure the cup, monitor works too. Then take out all the hardware ( RAM, HDD, etc) and only has the cpu in it. If your MB has the onboard iGPU, use it, if not and use the GPU, also if you have the MB speaker use it too, boot the pc, if you got the beep error code (or the MB has the led), check the code. If the PC does not boot at all, that means the MB may has problem.

And Is it a new build? or does it work before? Also can you post the specs?

I'll give the paper clip test a go tonight or tomorrow, thanks.
The specs are:
core 2 quad 6600 2.66 GHz
Geforce gtx 650 2GB
3GB RAM

and yeah it worked fine before, just came home one day and dead.
