Question No boot or display with used GPU ?

I recently bought a used Gigabyte RTX 2070 and when I installed it, the system wouldn't boot or post .
My keyboard will light up and the "boot" LED on the motherboard stays on. I reinstalled my 2060 Super and the system runs fine.

Could you list full PC specs? Exact make/model of your PSU please.
Could you test the 2070 in a different system?

On my motherboard, the boot light stays on when the the CPU and GPU don't fully get along as it were, found that out the hard way. I agree that you need to see if you can test the 2070 in another rig to verify working condition.
