Question No display, and DRAM and VGA lights flashing, sometimes CPU light as well ?

Issue: So some backstory, for 2 months prior I would have to turn the psu off and back on in order for my system to turn on. After it booted it would work as normal, but last month it didn't boot and didn't show display with the DRAM, VGA, and sometimes the CPU lights flashing on the mobo. I've tried just about everything I can think of, checking all connectors, trying different ram, and gpu, I also got a new psu and the problem still persist. I thought it might be the mobo, so I rma'd it just for them to say there isn't a problem with it. Any ideas would be appreciated.

Specs:
Motherboard: GIGABYTE Z690 AORUS ELITE AX DDR4
GPU : PNY RTX 3070
CPU : i5-13600k
RAM: 2 x 16GB Corsair Vengeance Pro 3600MHz
New PSU: EVGA 850W GT GOLD
Old PSU: ThermalTake Smart 700W

At this point the only things I can think of it being is bad cpu, which is unlikely as its barely a year old. Corrupted BIOS or boot drive. Or the mobo was shorting to my case but I can't test that because I haven't gotten it back from rma yet.

a bad CPU can prove defective at any time, it's time in use doesn't usually affect the situation.

if you have no way of testing with a known working compatible CPU, you should be able to take the system to any local repair shop and have them test components for you.
Corrupted BIOS or boot drive.
install/reinstall the latest BIOS if you believe there may be some issue with it or any updates you'd attempted.

a connected drive wouldn't cause CPU/GPU/DRAM error lights on the board.
would usually just impede any OS from launching.

I'll take it to BestBuy when I get my mobo back since that's where I got it and see if they can test it. Starting to lean towards the cpu being dead, I don't have amazing cooling in my tower so it might've got to hot a few times.

I tried flashing to the newest version but it didn't change anything.
