Motherboard has LED lights which are on. GPU lettering is lit (fans aren't spinning but its the GTX 1060 so apparently the fans only spin on load). LED RAM lights are lit. CPU cooler is spinning as are the case fans. Pretty much everything is running but there is no display. Tried taking out the GPU, wiring the HDMI from the MOBO input to the monitor and still nothing. Reseated the CPU. I'm literally stumped on this one.

maybe it's the driver, usually happens when u install a new GPU (happens to me too)
if u want to display with the GPU, don't replug it during a session, u need to start the PC on with the cable plugged unto the GPU, or the GPU won't be considered as the main display by the computer.
supposedly a computer should detect the new hardware once u seat them correctly and them start them (though they will had small resolution, u can install ur graphic driver and it will adjust later on)

How would I update the driver without having display? Tried multiple cards also. Still no display

not the graphic driver dude, those can only be installed once the PC recognize your hardware
when a new hardware installed they will show up at device & manager, but since this is a GPU, they will automatically got detected when ur PC start, so u CAN'T change them midway by turning on the PC with the cable plugged to mobo, then replugging it to the GPU, i tried that so many times with my GTX 1050TI and it won't work.>>> U had to plug ur HDMI to the GPU before u turn on your PC! don't change em mid-session <<<

Ive also tried booting with the HDMI plugged into the GPU. Still nothing.

what's your monitor? did ur monitor natively able to use HDMI or r U using an converter? when i installed my gpu last time, i can't get display because the monitor doesn't support digital output (such as HDMI, displayport,DVI-D) so i need an active converter so that my GPU's output can be converted to analog (like VGA [blue cable head], DVI-I) instead (the main point is, r U using a converter or not?)

Tried multiple displays, from two monitors (for my main computer) to my TV. Nothing

consider on trying to other PC then, if u also meet the same problem, possibility of DoA, consider on asking for a replacement or refund.
(since a GPU are suppose to be detected immediately by your system, if ur they can't find it, maybe it's because there's nothing to find at all)

You know how I can reset CMOS? Tried finding the jumper for the two prongs but I don't think my board came with it

there's a little round battery chip in your mobo, that's your CMOS battery, remove it, wait for a few moment, then put it back in

Short number 11 pins to clear cmos

Clear RTC RAM (2-pin CLRTC)
This header allows you to clear the CMOS RTC RAM data of
the system setup information such as date, time, and system
passwords.
To erase the RTC RAM:
1. Turn OFF the computer and unplug the power cord.
2. Use a metal object such as a screwdriver to short the
two pins.
3. Plug the power cord and turn ON the computer.
4. Hold down the <Del> key during the boot process and
enter BIOS setup to re-enter data.

If the steps above do not help, remove the onboard battery and short the two pins again
to clear the CMOS RTC RAM data. After clearing the CMOS, reinstall the battery.

No dice :-/
