Im so stupid sometimes.. Im having an old ati radeon hd 5450 graphic card where this is the only one i bought in a local store which fits into my mother board.. Im totally a noob in all these hardware stuffs... I tried inserting the graphic card into the PCI-E ×16 slot.. It used to work before i dono why it isnt working now.. So i tried to insert a tester screw driver into the slot so that to know whether the electricity is passing or not.. And after that i put that into another small slot which looks similar to pci-e slot but smaller (about half the pci-e slot) and then a spark happened.. Since then.. There is no display.. But the fan is running. Please help me out!

Sounds like you fried your motherboard.
Unless you know EXACTLY what pins you are touching you should NEVER on any electronic device cross two metal pins/contacts with another piece of metal.
This allows the electricity to flow from one to the other and can cause very serious damage to the device. The spark you saw was because electricity now passed to something it shouldn't.
The PCI-E slots are interconnected so if you fired one slot it likely caused damage to the chip on the motherboard that supports all of them.

"So i tried to insert a tester screw driver into the slot " sounds like "I cut myself open with a tester knife to see if my heart was still working" to a computer tech.
You killed your motherboard, replace it. Test the card in another known good system with a good enough power supply to run it to see if it's good.

You cant diagnose a fried circuit board, it has to be replaced. Even if it just shorted out a chip or something replaceable, you cant just buy a new southbridge chip from the OEM, not to mention the precision soldering equipment needed would cost way more then a motherboard does.
If you cant afford to replace your motherboard then dont poke metal objects at it when it is turned on (actually strike that, just dont poke metal objects at it period). I in now way wish to demotivate anyone from learning how to fix things themselves (I learned cars and computers from figuring it out), but you have to have some basic level of understanding, a little common sense and a level of caution; otherwise you end up shorting out your motherboard doing a test that in fact proves almost nothing.
We, as a community, are here to help, but you need to ask for our help before you start poking around, after-the-fact there is really nothing we can do

You should be able to upgrade the CPU, video card, not really, case it small and power supply is very weak.
The 5450 card you bought is not really any faster than the onboard video card in the CPU, a waste of money really.
If you want a system that is up-gradable, sell that small form factor and get a larger tower system. Of course you will be paying like $150 to have someone buy and replace the motherboard now, plus whatever you paid for that 5450 is basically wasted since it's not faster than the built-in graphics, so you pretty much doubled your cost for the computer.
Of course you can upgrade CPU and graphics card, but if you have to replace your motherboard then it would just be stupid to buy another 3rd gen motherboard and 3rd gen CPU.
At that point you would be much better off just buying a new 6th gen motherboard and cpu for the amount of money you would already be paying. A i3-6100 + h110 chipset motherboard + 8gb DDR4 memory will run about $200.
The integrated graphics will be faster then your 5450 card, but if you want to add a graphics card that is in any way worthwhile for the expense you will need a normal sized case and better power supply.
