[SOLVED] No display, GPU fan not spinning

Hello,
I've just made a new build, and as title says the GPU is not spinning and nothing is displayed on the monitor.
Note that the LED on the GPU is on even when i unplug the 8+6 pins from the GPU and boot (i'm not sure if it means that the MB is ok or not ) .
Quick Notice : the Ryzen 3rd gen doesn't have a built in GPU so I can't test using that.

Build details :
Motherboard : MSI MPG X570 Gaming Edge Wifi
CPU : Ryzen 7 3800x
SSD : Samsung 970 Evo plus
GPU : Sapphire RX 5700 XT OC dual fan
RAM : G.skill trident Z neo ( for ryzen) 3600 Mhz 16 CL
PSU : EVGA SuperNOVA 750 GQ 80PLUS Gold 750W
Case : AIGO darkFlash Skywalker RGB

What i've tried :
Pluging my GPU into my older build - Results : Fan spins, display OK
Pluging my older GPU into new build - Results : Fan spins, no display.

Any suggestions to what i need to be testing ?
I'm thinking it's the new PSU that is at fault but i'm sure you guys know more than I do.

Update :
I've swapped the PSU with another PSU and the problem persists!
When I power up the computer , the cpu fan rgb light up , case rbgs light up , memory rgbs light up, every fan is spinning. yet nothing is displayed !

Probably the motherboard got damaged because it is not giving signals anyway

The RX 5700 XT is getting signal from the MB "LED is ON" fans not spinning, and the old GPU GTX 970 is also getting signal and fan are even spinning.
Or is it some kind of other signal you are talking about ?

Update :

Fixed it.

Turned off PC , unplugged power cable, put on the CMOS jumper for 10 sec , removed it and turned the PC on then change few BIOS settings.

The problem was that my DRAM was running at a frequency that wasn't compatible with my CPU.

Please set this as fixed
