Question No display output on Gigabyte B560m Aorus Pro with Gigabyte RX 6600 XT Gaming OC

I have a Gigabyte B560m Aorus Pro motherboard that won't start/display output when RX 6600 XT is plugged into first PCIE slot. There are some LED indicators on mobo and one of them indicates issue with VGA when I am connecting GPU to the first PCIE slot. However when I tried it with RTX 3060 everything worked fine and the RX 6600 XT is working fine on some other motherboard. The only way system can boot without issues is when I connect GPU to the secondary PCIE slot. I tried to: enable/disable CSM and some underlying options for CSM, resetting BIOS(via loading Optimized defaults), updating BIOS(from F2 to F9). Nothing helped. Is there any way to fix this or is someone experiencing such issue with AMD GPU too?
 
full system spec? include brand and model of the psu
update the motherboard bios?
I have already updated the mobo BIOS to the latest available version(F9). My system spec:
CPU: i5 10400f
Motherboard: Gigabyte Aorus Pro B560m
RAM: Asgard Loki W2 8x2 3200 CL16
PSU: Be quiet system power 9 700w
GPU: Gigabyte RX 6600 XT Gaming OC
