Question No display

Computer will not display to the monitor. I've had this Pc for about a year now and it was my first ever build. I've tried reseating the RAM and also the GPU. PSU works fine, did a multimeter test on it so it should be good.

Specs

CPU : AMD Ryzen 5 1600 AF

MOBO : Asrock B450M PRO 4

RAM : Teamgroup T-Force DDR 4 3200mhz 16 gb ( 8+8 )

PSU : Thermaltake 700W Smart
 
What GPU?

I recently had a system that stopped posting all of a sudden. I was able to get a display after clearing CMOS. I would try that.

Above instructions work for most motherboards.

Multimeter can't thoroughly test if the PSU is outputting proper voltages once a load is applied. As that is a lower quality model this could be the issue.

I have a XFX Radeon 580 XXX GTS. And also thanks for the tip with the CMOS. I was wondering, could kernel error 41 ( 63 ) mean anything with this. I had the errors around a week before the display issue. Does that matter? ( sorry for late response ) ( not really late but eh whatever )
