"No drives were found." No HD partitions to install windows.

Need some help. I already tried the trouble shoot for "clean disk" through the command with no results.

Would you please elaborate a bit more on the issue at hand? Is the drive recognized by the BIOS/UEFI of your system?

I'd recommend that you try that drive with a different port and cables, to see if the same thing happens again. It would be even better if you could give it a go with a different computer as well.
If you manage to get a computer to recognize it as a secondary drive, go ahead and download its manufacturer's diagnostic tool, so that you can test it and see if there's anything out of the ordinary.

Hey Boogieman

Thanks so much for your input. Only drive I see is my optics on the UEFI. I tried another cable and another port. I don't have another computer other than my work laptop.

Unfortunately it sounds like the motherboard is not recognizing the drive at all. I'd recommend that you try to RMA it by contacting the vendor you got it from or the manufacturer's customer support if it's still under warranty.
It would be nice though if you could find an external enclosure, a dock station, or a SATA to USB adapter to test it with that laptop by connecting it externally.
