[SOLVED] No FPS drops but ALL games stutter.

Hello,
Literally every game I have stutters when I move or look around in the game but no drop in FPS.
Things I’ve tried:
reinstalling windows, nvidia drivers and bios update, mem diagnostic tool.
specs:
Msi rtx 2070 gaming z.
i7 9700k
Msi z390 gaming pro carbon ac.
Corsair CX750M psu.
Corsair 2 * 8 gb vengeance rgb pro ram.
1 tb mx 500 m.2 ssd
2 tb hdd.
Acer nitro vg271u 1440p 144 hz monitor connected through hdmi 2.0.
Windows 10 pro 64 bit
 
Solution
When screen is not synced causes micro stutters like a jitter look. Freesync/Gsync helps to address that.

If you try a cable, get one from a Vesa certified brand, Accell, Startech or Club3D
Im not sure 100% but after a quick bit of research that monitor might not support gsync but rather freesync.

Youre using an nVidia card with a freesync monitor. I know nVidia have loosened their grasp recently on what monitors can use gsync, but first did you make sure that monitor can use gsync? I couldnt find anything online exclusively saying it does.
It looks like Gsync can be enabled over Freesync over DP cable.
I will test using a Dp cable as soon as the lockdown is lifted.
