just built a system and both my mouse and keyboard work in the bios, but after booting into windows, both do not work.

MOBO: MSI z170a PC mate
CPU: intel i5 6600k
RAM: 16Gb hyperX Fury 2666 Mhz
GPU: PNY GTX 780
SSD: samsung 850 250Gb
keyboard: logitech g110
mouse: roccat tyon black

have also tried a PS-2 key board but not a mouse. Attempting to install windows 7

any help would be appreciated

Solution
Z170 motherboards have different USB support than previous. This is an incompatibility between the Z170 and Windows 7. If your BIOS has a compatibility mode as described by @craighdenderson then you should be good to go.
