No monitor signal new build

Start with specs:
Ryzen 5 2400G
2x4 g.skill ripjaws V
MSI B350 tomahawk
Seasonic 450 PSU
EVGA Gtx 770(removed currently)

New system build. I got everything put together after testing each individual component via breadboard. Hooked it up to my monitor, No Signal. Tried removing the RAM and putting it in one at a time, tried putting it in different slots, nothing (it also gets stupid hot if I leave the PC on for a bit).

As stated above I've removed the GPU to rule that out as well. I'm wondering if it needs a BIOS flash? But I figured it'd be a little hard to do if I have no input.

But how can you do that with no monitor?

You can't. Best you can do is return the board or ask if they can update it for you.

With wrong BIOS you get no display with unsupported CPU, but AMD sends you a CPU that is supported and therefore you'll get display and be able to update BIOS. Of course if that is the problem.

Update: just realized the CPU debug LED is on in my tower, I'm assuming that that'd still be BIOS?

CPU LED can be lit for many reasons. Unsupported CPU, but also not working CPU, some motherboard malfunctions and even some RAM problems will light that LED (although in that case you usually also get RAM LED lit).

Further Update: tried my Ryzen 3 cpu, same problem

Ok, that changes things a bit (assuming you used GPU with Ryzen 3, did you?)
Next step would be to check RAM. Try one stick at a time, in different RAM slots. Try different RAM if you have access to any spare.

I did, I also have reason to believe that my Ryzen 3 is fried, I straightened out some pins on it after my last post and plugged it back in and nothing would start then. I'm currently trying to get through to AMD to get a Boot Kit.
