No Operating System found?

The house computer crapped out. Note: prebuilt computer from best buy, still not a bad computer

Every start-up it displays no operating system, and trying to run the re-install/repair disk results in a blue screen.

Any idea's what might be causing this? I'm fairly sure that the hard drive is connected properly.

I was thinking of trying to plug the hard drive into another computer (an old XP machine) to see if it even works.

Hard drive issue most likely. Plug it in to another PC to see if it works. If you can access the drive, you should run chkdsk /r /f against the drive.
