PC Specs:
CPU-R3 3100 / Athlon 200GE(old)
RAM-16 GB
GPU-GTX 1660 / GT 710(old)
HDD-1 TB (3x)
SSD- 240 GB
PSU-600W(80+)
OS-Windows 10(20H2)
MB-Asrock A320 HDV R4.0(Bios updated to the latest P4.0)

PC was Made in October 2019 and Upgraded in October 2020(DIY PC)
I haven't used the newly upgraded PC for even 10 days and now it isn't POSTing(every fan spins).

Surprisingly I put the old processor (200GE) in and the PC works like a charm.

Solution
How die you reset the BIOS?

Try only using one RAM stick, try both RAM slots with one (switch the sticks, might be an incompatibility issue)
please run userbenchmark.com with the old 200GE CPU, to have a look which exact hardware is used and how it´s performing

reset the BIOS after installing the Ryzen 3 3100

be sure to connect the monitor to the graphics card and not the motherboard

did you connect the new GTX1660 with the power supplies PCIe power connector?
