No Post. CPU debug light solid despite the cpu actually running in another machine.

Built a computer for my uncle during black friday. Up until last sunday it was working, but now the mobo's CPU debug light is coming and it won't boot. I've put the CPU in another PC with the same mobo and it's been working all this week. The CPU light behavior is weird tho, it blinks for a second (like it would while booting) then slowly comes back on and stays solid.

I can send it back to MSI, but their customer service hasn't really helped in finding a solution other than that and since I don't live in america I'd prefer to save it as a last resort. If you have any ideas please help. I've already tried removing the CMOS battery for about a day and there's been no change.

Specs:
i3-6100
8GBs DDR4
MSI H110M Pro-VD mobo
APower AK 800w power supply (it's overkill but it's been working for years so he had no reason to drop it)
 
Solution
Try testing the non-working board with the power supply from the working system.
If still red LED, then it might be a board issue.
