Just rebuild my computer, I was only replacing the cpu, mobo, psu, ram, case, and gpu, and hoping I didn't require a clean install by using the same HDD.

The new parts are:
Ryzen 5 AMD cpu
Asrock Fatal1ty mobo
2x 4gb fury ddr4 ram
Nvidia GTX 1050 ti gpu
Corsair 850 W gold psu

Everything seems to have come together correctly. All mobo lights, fans, disk drive run fine. No beeps. No post.

Removed the gpu, ran the cable to mobo, no post.
Replaced cable, no post.
Removed RAM, mobo turns on, waits for 15 seconds, restarts with a beep.
Put one stick of RAM in, tried with each slot, mobo runs without restarting, no post.
Reset Cmos, no post.
Reseated all ram sticks, connectors, gpu, cpu fan, etc, no post.
I am officially out of ideas, I am thinking it has to be either the ram or mobo, but they are both brand new. The guy that sold me the parts did say he had to flash the mobo, but I have checked the mobo and ram, nothing is bent or burnt and everything looks clean. Just no post.

Please help me troubleshoot this guys, I am at a loss.

"I was only replacing the cpu, mobo, psu, ram, case, and gpu, and hoping I didn't require a clean install"

A fresh re-install of Windows is always necessary after a change of motherboard.

Please perform re-install before posting any outstanding issues.

Furthermore, your specs say: "Asrock Fatal1ty mobo"

There are many different motherboard models in the Fatal1ty series so please update your specs accordingly to reflect the full model name.

Ok so the cpu needed to be reseated, and that was the fix for post, but that presented a new problem.

Now the bios runs, keyboard and mouse work fine, but then when windows 7 launces all usb devices switch off. It was suggested that was because windows 7 wasn't supported by the new mobos, so the fixes have been, use the usb 2 ports, use a ps2 kb/m, change the usb settings in bios to enable windows 7 installation and change usb settings to disable EHCI.

I don't have access, or can seem to buy a ps2 device. The usb 2 ports also don't work. And I don't seem to have any usb options in bios.
