New build problems

Hi all I'm after some more help with my problematic new build. I still cant get my system to POST & Boot. Here's my original system configuration :- CIT Dominator case, Tesla 750w PSU. MSI Z87 G45 MB. i5 4690K CPU. 16G (2x8) Hyper x White Fury DDR3 @ 1600mhz. Pioneer BDR- 209DBK disc drive, Seagate 2TB HDD, MSI GTX 970 4G graphics card, Creative Sound Blaster Audigy fx sound card & a PCI Express wireless networking card.
After some previous advice on another forum, I abandoned the cheap PSU that came with my case & bought an Antec PSU, which is now in the case. I've realised my rookie mistake with my Haswell Refresh CPU & bought a cheap Celeron 1840 to flash the BIOS. Unfortunately the system is still unresponsive!The CPU fan spins (along with the case fans) & the light on the MB lights up but nothing else happens,not even a sound from the system speaker!
I've taken some multi meter readings on the V- check points & they are as follows:-
CPU SA voltage 0.90
CPU Ring voltage 0.77
CPU GFX voltage 0
CPU Core0 voltage 0.83
VCC DDR voltage 1.49
CPU VCCIN voltage 1.73
Are these readings as they should be? I'm guessing that the GFX reading of zero indicates a major problem and a fault with this circuit would prevent the MB from POSTing? Is there an easy fix? Is it the board or the PSU at fault? I seem to be more lost than ever now, so any assistance will be much appreciated thanks.I should add that the voltage checks were carried out on a stripped down MB with only the CPU,hsf & RAM plugged into the MB. Im thinking that the circuit on the CPU GFX is faulty as it should be showing more than 0 volts. I`m presuming this would this be enough to stop the system POSTing?
