No post on a system Z97-A with bios version 2801 and CPU is 4790k

Brand new build here. Assuming Z97-A bios version according to the last for of the sticker on the mobo is 2801 which according to the product suport page it does suport the i7-4790k. I tried pulling all ram to force a post error, nothing. I pulled out the CPU checked the pins I can't see any issue. I do not have another mobo to test the CPU. Since my others are older 1155 CPUS and boards. Anything I can try? PSU IS EVGA 1000GQ. Tried both CPU power slots on the power supply. I am using a corsair water cooler which has now been reset do to taking it back apart to look for bent pins. Everything looks fine.
 
I was going to, but I pulled out my tester,and all rails have the correct voltage. Checked the 24 pin and the 8 pin. I asked a few friends and after reviewing further, I belive the MOBO is bad. Reason for this conclusion, there is no power on any USB port coming from the board while powered on. However, I plugged in a USB PCI card, and that gave power. I also just ordered a POST test card to confirm, but I also ordered a replacement MOBO. if someone thinks I am wrong give me an idea to try. I will have the POST tester Saturday
 


A volt meter isn't enough, you really should test with another PSU
