No Post or Beep

I recently added a new motherboard and cpu to my build, but when I tried to boot, there was no post or any beeping from the speaker connected to the motherboard. Does anyone know of a fix to the issue, I know I have every cable I need plugged in, I know that my graphics card, power supply, RAM, and HDD's work. My new motherboard is the GA-990FXA-ud3 rev 5, and my processor is the FX-9370.

750 watt 80+ gold Thermaltake psu
samsung 850 evo and 1 tb WD blue hdd

Maybe the BIOS, I can find the GA-990FXA-UD3 R5 (rev. 1.0) or GA-990FXA-UD3 ( rev4.0) but not the GA-990FXA-ud3 rev 5.
If your MB is the 1st one, the BIOS is not the problem. I think the PSU can't power the whole system, because both cpu and gpu are the power-hungry components. May try use other compatible cpu to test if you have one.

did you reinstall windows?
your rig is a power hungry , check the psu ... thermaltake they are not a winner in this situation

I used my old r9 270x and fx-6300 and it booted, I think that I am going to get a 1000 watt EVGA psu this time.
