No POST. Tried Everything. How likely is the CPU dead (6700K)

I have been having issues over the past 6 months with my PC not POSTing flickers on for a split second and then turns off. I manage to eventually get it working by repeatedly pressing the power button but I haven't the slightest clue how. The issue hasn't occurred for about 4 months until last week. When i switch off the PC and try to turn it on, It gave me the same issue that I haven't had for about 4 months.

I have tried bread boarding, Changing ram slots and using a different PSU but that hasn't worked. After concluding that the motherboard is the most likely issue, I finally decided to bite the bullet and order brand new motherboard (H110M).

After setting up the new system with the motherboard it still didn't POST or beep. THe System instead of flickering for a split second, would turn on for 30 seconds CPU would get slightly warm and then the system turn itself off and back on again to repeat.

I am now almost certain the problem is with the CPU but I don't understand why.. if there was a issue with the CPU would it have worked flawlessly for the past 4 months. I have overclocked the 6700k to 4.5GHZ and the voltages never exceeded 1.35 temps never exceeded 80 degrees. Would it have randomly fried? I see no marks on the CPU or anything

Returning the CPU would be a problem for me because i bought it new but without the box. And i'm not sure I can send it back to intel. And obviously a lot of time has passed.

MSI z170A pro gaming Carbon, Gigabyte H110M
2 x 8GB Crucial Ballistix Sport DDR4 2400mhz
Intel Core i7 6700k
Palit Gamerock GTX 1080
Corsair CX600 power supply, Then another 300W PSU
Bitfenix aroura case
Coolermaster Sedion 240V waterblock
 


The System will not POST at all. Just black screen then pc restarts itself after a while with no beeps or anything. I have tried alternating ram sticks and booting with only 1 stick to no avail.

 


I have followed that guide before I bought the new motherboard. I tried it with no RAM and it still gave me the same problem

 


The 300W was quite cheap but it worked well in another system so it should be able to give enough juice to boot on integrated graphics atleast. It seems unlikely that both PSU will give the exact same problem
 

That might be problematic due to the area I live in but it shall be my next step when I get the chance
