no power to newly built system

i built my system and went to get it on and it wouldn't. so i stripped everything. i plugged in the cpu to the mobo and tested it and the fan spun. but then i plugged in the gpu and no fans spinning. my psu has enough watt rage to handle the system. soo. anything that can cause this? thanks. here is the spec list

Did you connect the PCI-e power cables to the card?

Did the system fans spin at all when you went to power it on?

this is that i found:
"Sapphire has gone with two 6-pin PCIe power connectors for the Dual-X R9 280, these are located along the top right edge of the card. To power the card, Sapphire states a 500W power supply is required, or 850W if you are running a CrossFireX system"

If you went with Intel it would have been easier to diagnose the issue. That way we could use Integrated grahpics to see if the issue is with power delivery to the system or just the gpu.
