Computer will not boot up, power not going to processor. When I try to boot up computer, blue LED on motherboard blinks, and when I unplug PCI-E plug from motherboard, computer will turn on, but with a red light on the CPU debug light. What should I do to fix it?

Which Board and which processor? That might help to know.

Carefully check the CPU pins making sure none got bent accidentally.
Then make sure no thermal past made it's way to the pins causing a short.

I would check that first.

Did you count the blinks of the LED?

MSI Mortar Motherboard (Micro ATX),

Just make sure you're not plugging in the PCI-E connector to the CPU power socket. They are pinned differently and can short your MB.

Generally I use the PCI-E for my graphics cards.

Does your Power supply have a connector marked as CPU-1 and CPU-2 ?

MSI Mortar, not sure of model number, but its the one that fits Micro ATX, the CPU is an Intel Core i5 6500

I know it supports it, my computer used to work fine, when I moved it to a different case it stopped working.

I don't think so, the computer used to power on fine
