No screen input after upgrading CPU

I spent $60 for an Intel Core 2 Quad Q9650 on amazon, and when i got it, i put it inside my HP Compaq 6000 Pro SFF. However when i turned it on, there was no screen input at all and the hard drive light never went on. I put the old CPU in and it works fine.

I've tried:
Replacing the CMOS battery
Making sure the CPU was in right

I was going to try to update the BIOS (Im currently at v2.03) but it said page not found as it was removed.

Does anyone have solutions?

Either your BIOS needs to be updated or that CPU isn't compatible with that motherboard. And unfortunately without being able to update the BIOS it is incompatible

Its compatible with the motherboard, as i've seen many other people use the same PC with it

possibly a bad CPU

Same PC is not the same thing as also being aware of MB hardware versions as well, some of which might contain enhancements for better/increased power delivery for higher power cpus....

If you can find a mainboard revision number, then you can know for sure via a 'supported processors' webpage from manufacturer...

it says its compatible. I'd really hate to see it being broken from amazon though. any other solutions?

I didn't see any bios or revision requirements listed(on the website) in order to use the new CPU
