Question "No signal" on S2716DGF after PC upgrade

Hey everyone,

I recently upgraded my brother's PC, which wasn't having any issues that he communicated to me before the upgrade beyond the one discussed further below. I'm replacing an older R5 1400 build with a 12700KF processor in a b670 motherboard with DDR5 RAM. We're using a 5700 XT until the new GPU comes in. It's a completely fresh installation, with the only part surviving from his old build being an SSD that we're going to clone the contents of over to a new one.

It turns on, POSTs, and continues to run. The issue we're facing is that when we plug his monitor, a Dell S2716DGF, into the GPU, we get a "no signal" message, so we can't see the BIOS or anything else. We've tried all the input settings in the OSD and using both DP and HDMI cables, and we haven't had any success. The GPU is working in the sense that the fans are spinning and the RGB is active, and the RAM is seated appropriately as well. I suspect his monitor may be the culprit, because over the years it would sporadically black out and throw a message along the lines of "this monitor cannot display the specified resolution: 2560x1440. Please adjust your resolution." but this would usually be rectified by turning it off and back on and possibly returning the display settings to 1440p. I would like to explore all possible avenues before I commit to replacing the monitor, and see what more experienced PC builders have to say or if there's something I missed that we can try.

You will need to reinstall the OS. Cloning the OS to another drive while on a different platform will only cause more problems.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
