Question No signal on second monitor, but it's still detected in Windows ?

I'm currently having an issue with my second display having a blank screen. It is set at 60hz because of the HDMI cable limit, my primary display is set at 120hz. Before reinstalling Windows last week, this was my setup and it worked without flaw. If I extend the display, I have picture, if I choose "Show only on 2", it goes into stand-by. If I unplug the primary, the secondary remains in stand-by. The monitor is detected in both the Nvidia Control Panel and Windows display settings. If I plug the second display into the motherboards VGA, it works just fine, and I can switch between them. Any ideas?

Things I've tried:
  • Plugging into a different port
  • Updating and clean install of drivers
  • Power cycle

Specs:
MSI X670E Tomahawk
RTX 2080, driver version 552.12
Corsair Vengeance 6000
AMD 7700X
 
Use DDU to remove all GPU drivers, then manually reinstall with the latest driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

BIOS version for your motherboard? You forgot to mention the make and model of your PSU and it's age.
 
Okay, I tried with DDU and elevated privileges, and the situation remains the same. My BIOS version is 7E12v18 and my PSU is an RM1000X, purchased last month.

EDIT: Problem appears to have resolved itself on its own.
