Question No signal to anything when gpu plugged in.

So, (I don't really know how to explain it ) whenever I turn on my PC WITHOUT my gpu installed it boots to windows just fine , but whenever I put the gpu in nothing works, but fans spin ,and I get no signal to anything from monitor to mouse and keyboard, my PSU is very dusty and getting cleaned tomorrow ,could my PSU not have enough W for my components even though it worked before (with the same spects as listed ) or is it my gpu thats causing problems ? And now with this new power supply (Corsair CV650 80+ bronze) it doesn't work even without a gpu installed...
