No video output after bios screen. Video cards makes weird noise

So I was helping my friend with his new build. It's a Ryzen 1600 with a Gigabyte 570. Any time we boot up after the bios screen goes away the video card loses signal and makes a weird noise..

As you can hear it sounds like it running kinda of hard then stops all of a sudden. What's especially odd is I tried the 570 in my build and it runs no problem so I don't think the card is defective. After that I thought maybe something to do with power but my friends new build is more wattage then mine so I don' t think that's it either. Any help?

I should also mention that I've tried throwing in my 1070 into his build to make sure everything else in his new build was working and it did boot up fine and I was even able to run some games.

if the 8 pin eps cable is connected...make sure the mb bios is updated. use the working 1070 to update the mb bios. then see if the other gpu will post fine.
