Question no video output from gpu in bios

I have a dell poweredge t310 with only a vga port as display output on the motherboard. Because the image quality of vga is not that good, I also use an old graphics card(radeon 4650) to run it wich supports 1920 × 1080 via hdmi. I have bought a new monitor that doesn't have vga.
But there is one problem in bios i only get a video output from vga, this problem occurs unly in bios, in windows server the graphics card has no problem . No video output from my graphics card in bios on my old monitor as well as on my new one

How do i get my graphics card working in bios?

Just come across a similar discussion about this.

Can you enter bios with vga (if you have your old monitor still) and set graphics to pcie only? Or disable onboard graphics? Then try to use the graphics card and hoping the motherboard directs the video card to being the primary display. Vga being priority atm,it wont allow the graphics card to view post it seems.
