Question No Video Output/Graphics Card Not Recognized

My specs:

Ryzen 7 5800X
ASRock B450M-HDV
1650 Super Aero ITX
Corsair TX550M

Recently I attempted to install a Corsair H150i RGB Pro XT into my build, but was unsuccessful as the pump was faulty. Upon removing the broken AIO and re-installing my old CPU cooler (a CoolerMaster Hyper 212 I believe), my PC turns on, but I get no video signal from the graphics card. I have tried re-seating my CPU, RAM, graphics card, and have double checked all connections, still nothing. I have also reset the CMOS by removing the battery on my motherboard for up to 11 minutes, still nothing. Any help is appreciated.

I should also add that the fan on my graphics card is not spinning (its always spinning it has no smart fan features).

Graphics card was dead, tried it in another system and nothing.
