no video single / no beeps of any kind.

specs
#1 ASRock AB350 Gaming-ITX/ac
#2 Rosewill Hive Series 650W
#3 G.SKILL Flare X Series 16GB (2 x 8GB) F4-2400C15D-16GFXR
#4 AMD A12-9800E AM4 35W AD9800AHABBOX
#5 stock heat sink and fan that came with cpu, have better heat sink/fan combo just another week before arriving in mail.

what i have tried
#1 tired 2 different monitors (one is known to work on another computer with dsub/vga port)
#2 tried both HDMI ports on motherboard
#3 swapped two sticks of ram around between the two slots on motherboard. trying each ram stick in each of the 2 slots.
#4 cleared cmos
#5 disconnected everything that i could from motherboard, usb3.0, audio/mic to front of case, HDD and SDD and dvd burner.
#6 swap the little internal speaker/buzzer connector around to see if i goofed on the pins.
#7 rechecked, leads from case power switch/reset connectors to motherboard.
#8 reset the power cable connectors both at motherboard, and at power supply.

what does system do?
#1 fans, hdd, dvd burner spin up.
#2 lights on case work
#3 monitor/s go through normal startup, and seem like they are waiting for a single, but after a few seconds come back as "no single"
#4 no beeps/sounds of any kind, make it internal buzzer/speaker, to external speakers connected to rear of motherboard.

not able to do.
#1 HDMI to DVI adapter cable between monitor and motherboard. it is new, no way to check if cable is bad.
#2 have yet to pull cpu back out, and reset it. ((no cleaners / thermal compound, still waiting for them to come in mail))
#3 update bios (no monitor yet) to even see current version, asrock website states cpu/motherboard are supported for all bios versions.

not sure how to test.
#1 power supply, i have a generic volts/amp meter, i could toss on, just not sure what i should be looking at for volts/amps.

#1 pull entire board out of case, and set it on anti static bag, and see if it will work.


 
update
#1 pulled motherboard out of case, set on anti static bag, just have cpu, cpu heat sink/fan, power supply connected (20 pin, and then the 8 pin), case connectors (power switch, reset switch, power led, hdd led) "3 beeps" and then a few seconds pass, then it repeats "3 beeps"
#2 put a stick of ram in, (tried both, in both slots each one at a time and both in at same time) no beeps at all. and no video single.

everything just bought from newegg for a new computer. first time running anything on this machine beyond trying 2 older monitors.

went from asrock website, for cpu make/model, and ram make/model numbers and both are fully supported per website.
 
Just a tip, never set a motherboard on a anti-esd bag. You could potentially fry the motherboard. It keeps the component protected from the inside of the bag but not the outside.

It seems like the HDMI ports on the motherboard are bad, but you said earlier you can't prove whether the video cable is bad?
 
thx and corrected with antistatic bag to cardboard. even then, when motherboard was installed into case on the stand offs same issue.

update
#1 forgot i had my mom's laptop here, thought she already took it back after applying updates yesterday, which has a HDMI port on it. the hdmi to dvi cable works on laptop. so now down to... cpu, motherboard, ram, powersupply.

#2 looking at the ram when pulled out under good light, all the contacts on each ram stick is showing visible signs of being fully seated. (wear marks) on all the contacts.

#3 i am positive cpu is fully seated. not much to screw up, beyond not align pins to socket, and bending the pins, and not dealing with the socket latch and fully seating it.
#4 the heat sink/fan is stock (came with cpu), not much to screw up on it either. the thermal compound already applied and nice and smooth from manufacture applying it.

#4 still not getting any start up beep of any kind as in all tests have passed. then when connecting monitor to, no single.
#5 not even getting beep code for no keyboard/mouse. when it is just power supply, cpu, ram, connection to case for power switch.reset, power led.
