Noctua fan clips missing for cooler

I have the Noctua NH-D14 cooler (dual fan). You can try using wires to attach the fan to the cooling fins, but that may not allow it to be tight enough to snug up against the fins. The fan would still do its job but you may get a vibration or some noise that may inhibit the best cooling scenario. I would NOT run it without a fan attached. Further, I would be suspect that the seller even has that heatsink attached correctly if he can't even keep up with the fan clips.
 
what kind of wire ? Would zip ties work ?

 
Yeah zip ties may work, but the problem is finding attachment points to the heatsink itself. The regular fan clips are designed to clip directly onto the cooling fins. You will need to figure out a way to wrap the ties (or wire, like paperclip type wire that is relatively stiff that you can bend but strong) to the heatsink.

It won't be easy, and at the very least I would ask the guy to knock down the price due to that inconvenience (which may not work well).
