Noctua fans over hyped? Cheaper fans with similar performance?

Noctua fans (120mm or 140mm PWM or FLX).
Please note, I am not bashing Noctua. Just trying to get more honest opinions.

Try using PCpartpicker to compare fan specs. It seems Noctua isn't as impressive as people make it seem as there are other fans with comparable specs (air flow CFM and dB noise levels) at cheaper prices. But I do know manufacture specs can't always be trusted.

Anyone use other fans they think are just as good or better than Noctua at a cheaper price?

I'm looking to add a few fans to my new rig. Prefer specs around 80 CFM air flow, 19-23 dB tops at max RPM, priced at $18 each or less.
Not sure if I should get Noctua 140mm/150mm fans or if there are better options for the money.
I've been considering Phanteks PH-F140HP models or Bitfenix Spectre Pro 140mm, but open to others.
 
Some of the price premium also comes from the extra included accessories, warranty, lower power consumption, and other noise saving technologies.

Also keep in mind that the majority of noctua fans are optimized for static pressure. CFM isnt necessarily how you measure static pressure. As intake and exhaust fans, there are fans cheaper and that move more air than the noctuas, but there are only a couple other companies that can compete from a noise/performance level for static pressure.
