Noctua temp spikes

Just finished installing a noctua d15. Brought my temps down to 30, but I notice every few seconds it spikes to 41, but then goes right back down (all threads started a constant low temp & usage) so basically is this normal?

That number is irrelevant unless you state the processor it's cooling and ofc if the processor is under any overclocks and a load scenario. We're also going to need to know your ambient temps. Best thing would be to pass on your full system's specs(inclusive of OS and chassis).
