I've recently started to get this issue on my windows 10 install where only the screen with the currently selected window is bright, and all others are darkened - see attached gif of my moving a selected window between each screen. This behavior happens in programs that use multiple monitors too, such as Premiere Pro

i've been searching around but have been unable to find solutions to this exact problem - most forum posts on screen brightness etc are to do with adaptive brightness of colour calibration, both of which are unrelated to this as far as I can see
so far I've tried re-installing drivers for my GTX 1060, which made this go away for a while / until i rebooted, at which point it returned.
I've had a look through software that could be causing this, but so far as i can see, there is nothing that could be!
