Computer turned off during lightning storm, tried turning it on again then it immediatley showed me this

after a day or so, started working again w/o problems, then after a month started happening again and now is completely "dead?" i think
beeps once(just like normal) after pressing on button
doesnt "boot" goes straight to that dark screen with non blinking underscore
everything inside works psu, cpu fans spinning, mobo lights up etc
what i already did. .
-removed everything execpt cpu, mobo, ram, display, psu still doesnt work
-reseat ram (removed ram completely, heard those fast beeps)
-changed psu with my brothers used psu (old but quality)
-checked capacitors, non of them were leaking or blown
-reset cmos (took the battery out, waited a long time)
-tried different electrical outlets around the house (it worked for a while, then it started doing it again)
ps
the psu im using came with the case
my mobo has this "anti surge" feature, not sure what exactly is that but every little bit of info might help
my theory is that it has something to do with power, either that or something is fried
