Question Noobs on Raspberry pi 3+

So, i have install Noobs and it works.
I watched a video somewhere online where you can use a usb flash drive to put Retropie on it and connected it to the pi and it will show up in noobs where i can install Libreelect and retropie together. can u
 
Your post and question ("can u") is not clear to me.

I think you are looking for some "how to" guidance but I am not fully sure of the intended end results.

First, please clarify your question - there are many, many websites with all sorts of information about building and configuring Raspberry Pi computers etc..

Second, do be a bit wary about any online sources and videos - always good to validate any given "how to" instructions by comparing the steps and details presented.
 
I don't believe that RetroPi has been done on the RPi3B+, yet....or, at least, not at the time of my last look at Retro.

It's long, but everything you need to do the Retro installation and configs is there.
