[SOLVED] Normal GPU OC behavior?

I have a MSI RX 560 ITX OC card, and whenever I try to overclock it or even underclock it a bit, the fps on FurMark stays the same (29). Even on some games when it is overclocked the fps drops a bit. I wonder if it is normal, a defect or whatever else could that be? I OC'ed through MSI Afterburner.

Did you overclock it right? I overclocked my gtx 950, and it didnt had this behavior, this is not normal gpu behavior.
