Normal/Safe temperatures for my GPU

I have a Gigabyte GeForce GTX 1070 Mini ITX OC 8GB GDDR5 Graphics Card I usually run at 100-115F and I was wondering if this is normal

No that's not normal, something very wrong.
Max safe temp is 94C and it should start throttling at 83C.

Is the fan spinning on the cooler? Is the cooler properly connected, can you wiggle it around? Is this card overclocked?

It's a gtx 1070 mini so it has less fans I'm not sure if that matters at all

No it doesn't matter, those temps are not safe.

Just realized I put C and not F
